logic best practice

Somewhere i've read that the best practice to work with scene, is let them work without the rest
of the project.
Now let's say that i have a bunch of character.
Following this logic, is should have the sound managed by the characters or by a sound_manager script.
Most of all i've seen all managed inside another script.

I hope to see some hints.
