screen layout question (viewports ?)

If I wanted to make a screen layout similar to this, with the left area being the 3d game world, and the right area the 2d inventory etc ... What would be the best way to do it?

I tried using 2 viewports, but mouse_over/_exit doesn't seem to register in the 3d viewport (2d is fine). I'm wondering if I missed something in the settings, or if I was maybe going about it the wrong way ?

I also tried without viewports, with the inventory a bunch of controls on top of the 3d world, but then of course, the player can move behind the inventory (which is not what I want) ...

Rich Text Editor. To edit a paragraph's style, hit tab to get to the paragraph menu. From there you will be able to pick one style. Nothing defaults to paragraph. An inline formatting menu will show up when you select text. Hit tab to get into that menu. Some elements, such as rich link embeds, images, loading indicators, and error messages may get inserted into the editor. You may navigate to these using the arrow keys inside of the editor and delete them with the delete or backspace key.
